The Bureau of Reversible Connectivity Standards exists to observe, log, and certify every attempt to insert a USB connector into a USB port, regardless of the cable, the port, or the laws of physics involved.
Every completed cycle generates its own Incident Number, its own Initial Orientation reading, its own Flip count, and its own permanent entry in the Bureau's identical, ever-growing archive.
Every attempt is rejected exactly twice and accepted exactly once, in that order, regardless of the true physical orientation of the connector at any given moment.

The Bureau does not fund research into why the third attempt, and only the third attempt, ever succeeds.
Connectors may be retested by attempting insertion again. The Bureau will apply exactly the same rigor to the retest as to the original attempt, which is to say, none.
